Strengthening Supply Chain Logistics Management
Strengthening the Logistics Management Information Systems (LMIS) is an important objective in addressing the challenges of health commodities distribution in Pakistan. A systematic architected and rational approach was applied to define the country’s needs for supply chain and logistics information management and most effective technology solutions were identified to address those needs. The LMIS is designed and implemented to be a sustainable source for health commodity supply chain monitoring and for informed decision making.
Logistics Management Information System for Vaccines (vLIMS)

Government of Pakistan supports national immunization programmes by providing a well-designed logistics management system for vaccine management.

vLMIS is closely coordinated with existing information system dependencies and has customised and enhanced the existing vaccine delivery structure of Pakistan EPI centres and SDPs.

vLMIS System is a management information system capable of collecting and reporting data along with a stock inventory control system to ensure proper management of all supplies.

vLMIS System also caters for storage and warehousing of adequate capacity and quality to ensure their integrity and distribution/maintenance.

One critical area addressed in vLMIS is the cold chain management of vaccines, as vaccines are biological products that must be kept within a narrow temperature range, usually 2-8°C (36-45°F).

Operational areas supported in the system for receipt, movement, stewardship, planning of vaccine stock, and service-delivery reporting at EPI centers.

Forecasting Module. Project requirements from trends and programme inputs to support procurement and buffers.

Stock Demand. Capture facility needs from plans and use patterns so resupply matches real demand.

Shipments. Plan consignments and follow vaccine in transit from warehouse to the last mile.

Receive Stock. Log inbound deliveries with lots, quantities, and cold-chain checks at receipt.

Stock Placements. Organize storage for FEFO, expiry visibility, and faster, safer picking.

Issue Stock. Issue vaccine to facilities and sessions with a clear trail from store to service delivery.

Stock Picking. Select stock by location, batch, and FEFO rules with confirmation before dispatch or handover.

GatePass. Authorize outbound movements at the gate with a digital pass tied to each dispatch.

Purpose Transfer. Move stock between stores with a recorded purpose for every inter-location transfer.

Adjustments. Apply authorized stock corrections with reasons that stay visible for audit and review.

Reverse Logistics. Manage returns, recalls, and redistribution without breaking temperature or quality rules.

Cold Chain Management. Support 2–8 °C stewardship: equipment, monitoring, and alerts across supply tiers.

VVM (Vaccine Vial Monitor) Management. Track vial stages so only vaccine within acceptable VVM status is used.

Vaccine consumption reporting. At EPI centers: capture doses used and link consumption to stock movements and sessions.

Vaccine coverage. At EPI centers: monitor reach by antigen, dose, and geography to support programme reviews.

Wastage calculation. At EPI centers: record and analyse open-vial and closed-vial wastage against norms and plans.
